New York Historic Vehicle Registrations

FYI:
Legislation has been reintroduced in the New York Senate to provide that historical-vehicle owners pay only a one time registration fee of $100 upon initial registration. The bill has passed the Senate and has been referred to the New York Assembly Transportation Committee for consideration.
Seems that most of the foundations are already in place to eliminate annual registration fees for historic vehicles.

Do we get credit for previous years' regisrtaton payments?
Don't expect an answer here but these are the type of quesitons that our lawmakers don't seem to address or even think about!

The legislation as worded says "upon initial registration" but seeing as I'm not a legislator - I wouldn't care much either way.
If I got credit for previous years registrations - Great!
If I had to pay $100 for one year and then never again - Great!
We can pick on the people that write the law, or be thankful that it's even passing the senate, especially at a time where many locales are trying to outlaw vehicles like ours with a swift click of their pen.
No law will ever be perfect, they write the law to pass - not to please. If they wrote it 100% the way one person wanted, it would fail before even getting to the floor.
Remember, with out this law, you'll continue to pay to register every year or biennium which will quickly pass $100.
Me? I'll take it either way the chips fall...

Historic registered vehicles usually have mileage restrictions through historical insurance.Sounds like the state doesn't want to crush your old car just yet.But doesn't want you driving it to much either.Think I'll be thinning out the fleet in the not so distant future.

I'll believe this when I see it, the state turning down yearly registration money ? Not happening.

Virginia got my money one last time, and that's it- no more registration fees.
I have to keep it insured.
I am limited to 2000 or 2500 miles per year, I forget which. I don't think my daily gets this much mileage, non-issue for me.
I am limited in so far as I cannot drive it to and from work- again, non-issue for me, my work van is at my house.
I am limited to driving to and from shows, repair facilities, test drives, and "occasional pleasure drives". That's as defined as it gets, the only time I've heard of it questioned was a contractor had them on his work truck- ladders, supplies, and all.
I *may be" limited to 150miles from home, or shows, I asked about shows further than 150 miles. The wording of the law is ambiguous here, and when I asked for an explanation I was dismissed- twice.
I do not have to get it inspected, but it must be able to pass a safety inspection at all times. (I really try not to drive in the rain, and if they can't hear me coming that little meep meep horn isn't going to help)
I don't think I'll ever have regular plates on it again.

Oh yeah... they won't be the last state to try it either.
But I also heard about VA passing similar legislation so I do think NY will pass some form of this.
New York currently has very similar wording in the "HISTORIC" vehicle registration. There is a technical limit on the mileage and use however the enforcement is pawned off on the insurance carriers - many but not all of whom limit the use and request odometer statements at renewal. Hagerty has never bothered me.

I believe I've been told the same by them. It was never a concern anyway.

Don't hold your breath on this! Got the registration for the Fastback today.And they want real money for the privilege of driving on roads that all need to be repaved!
